Limited English Proficient (LEP) Students

OVERVIEW OF LEP/ESL/ELL REQUIREMENTS
      Students of limited English proficiency (LEP) may demonstrate that they have attained state minimum levels of proficiency in Language Arts Literacy and Mathematics through completion of the SRA process in
             English with appropriate accommodations and by meeting the English fluency standard of 530 on the Maculaitis (MAC) II (N.J.A.C. 6A:8-5.1[f]), or
             Their native language. Native language translations of the SRA are available in Arabic, Chinese, Gujarati, Haitian-Creole, Japanese, Korean, Polish, Portuguese, Spanish, and Vietnamese.
            NOTE: Administering the SRA in the native language translation may involve an ESL teacher, a Bilingual teacher or one of the translation services [link].
            If a LEP student requires a SRA in a language that has not been translated, the student may
                        use the English version of the PAT and an English-to-native language dictionary, or
                         the SRA PAT must be translated by a professional translation service at the local school district's expense. The New Jersey Department of Education may provide reimbursement of translation expenses, upon which the translated version becomes the property of the department.

DURING THE SRA PAT
      The ESL or the Bilingual teacher may perform the following activities with the native language versions of the SRA PATs:
             explain the process and clarify instructions,
             proctor to maintain the integrity of the assessment, and
             translate/interpret student responses to the content certified teachers on the student's SRA panel. (The content certified teachers will then score the student's work based on this translation/interpretation.)

      The ESL or the Bilingual teacher may perform the following activities with materials prepared in English:
            
assist with the selection of the tasks to be administered,
             explain the process and clarify/translate the instructions,
             proctor to maintain the integrity of the assessment,
             assist the student in using a bilingual dictionary,
             translate/interpret student responses to the content experts if the student uses English materials but responds in the native language.

SCORING THE SRA PAT
      The ESL or Bilingual teacher assists the SRA panel in their evaluation and scoring of the student's PATs.
      If the ESL or Bilingual teacher is also certified in the content area, then he or she may also serve as one of the two individuals scoring the PATs. ?????????

SUBMITTING SCORES
      SRA student profiles for LEP students must be submitted to the county office by March 1 of each year, even if the English fluency standard has not been achieved on the Maculaitis II.

MEETING THE GRADUATION REQUIREMENT
      School districts may not award a diploma until the student meets the English fluency standard and the county office has approved the profiles based on evidence submitted by the school district.
